The DOT (Department of Transportation U.S.A) regulations were adopted to standardize training and qualification of compression station operators, pumping station operators, and control centre controllers within three subsidiaries; PEMEX Gas (PGPB), PEMEX Refining (PR), and PEMEX Exploration and Production (PEP).

A Standardized Operator Qualification Training Program, to define PEMEX pipeline employee current training and qualification methods and to describe what is necessary to meet DOT regulations and expectations.

The objective was to develop a series of Comparative and Benchmarking studies of the leaks characterization parameters and applied technologies in the global pipeline industry. Normative references which apply to the pipeline leaks in Canada and other countries, also procedures or methodologies to reduce the occurrence of leaks.
